After playing the game a bunch of times, I noticed that, if you can succeed in the early game, you can build exponentially more prisons and dominate very quickly.  In order to curve the player's economic growth, I implemented a limit on the number of buildings you can build per turn. I also replaced the useless barracks with a crane that lets you build more buildings per turn. So effectively, we now have something resembling Magic: The Gathering's "mana;" it acts as a speed limit to how fast you can develop, and you can invest resources into making the speed limit faster at some opportunity cost. That seems like an interesting cost-benefit choice and I think the game is already playing a lot better.
